Like all vampires in The Vampire Diaries, Rebekah is able to employ a form of mind control that is referred to as compulsion by looking directly into a person's eyes and giving them a verbal command (though vampires from this canon have also been shown to be capable compelling people without saying anything at all). While most vampires are only able to compel humans, as an original vampire Rebekah is also capable of compelling humans, other vampires, and (by extension) werewolf-vampire hybrids (as they are part vampire). Given that this is kind of a god-mode ability, player consent is going to be needed before it will ever come in to play. The mental powers of vampires from this canon also allow them to enter the dreams of other sentient creatures, though this is not used nearly as often as the mind-control component.
I want to make it clear that this type of compulsion would not happen without my contacting you beforehand and discussing it. I wouldn't be contacting you after-the-fact. Even if you consent here there will be no compulsion taking place without my shooting an IM, PM, or email your way to talk it out first and make sure that it was alright. Basically, this post will just let me know whether or not I should bother contacting you to ask permission should a situation occur in-game where Rebekah might try to compel your character for whatever reason. Most of the time, it might be for her own amusement or because she's throwing a fit or trying to prove a point. She's kind of a brat like that.
Also, Rebekah feeds on humans. This would probably be her biggest reason to compel someone tbh. So she can feed on you and not have you squeal on her about it. Of course, they could be willing victims too. Or if they're not human, something in their blood could turn Rebekah off feeding on them. Basically? I'm flexible. Though she likes to feed to kill, considering the situation she'd probably try not to. Corpses draw more attention than compelled victims who cover up her tracks...
This is what I need to know:
1) Is it alright for Rebekah to compel your character (werewolves and witches are immune to this compulsion, if your character is anything other than human or vampire they may also be immune—it's entirely your choice)?
2) Is it alright for Rebekah to feed off of your character? If yes, please specify whether or not your character's blood possesses any qualities that might affect Rebekah in the event that he does feed off of them.

Buffy has vervain jewelry from Bete Noire so compelling her probably wouldn't work, but if we needed her to be without it for plot reasons I can make that happen too, just let me know! Feeding on Buffy should involve asking first but Slayer blood helps vampires grow up big and strong as you are aware.
Alec is ridiculously easy to compel. Like insanely so. So go for it. If she's going to feed on him, he'd prefer if she asked first. Transgenic blood is loaded with stem cells and other bonuses, so it may give her a bit of a buzz.
Rory is human/compellable and can be fed from, if necessary. BUT given that he's Rory I'd prefer to approach stuff with him on a case-by-case basis.
Bo is compellable. I think. The show hasn't shown her to be immune to mind-altering Fae so I'm going to go with compellable. She doesn't have her blood thrall back yet, so feeding on her won't result in any loss of free will and she would probably give her blood to Rebekah if she asked/needed it, so that's cool. If this changes, I will let you know.
Bela is human/compellable, knows about vervain, and feeding on her is okay, but she probably won't react well to it.
Neal is human/compellable and also knows about vervain. He was on it in the castle, but with Katherine showing up in May, he may be trying to get it. (Not that he doesn't trust her but ... safety measure against others.) I'll let you know if he actually manages to find a merchant with it/Esther's secret stash/gets it as an item drop.
